Voting system	Cada país otorga 12, 10, 8-1 puntos a sus 10 canciones favoritas.

El XL Festival Musical de las Naciones Unidas será la 40.ª edición del festival y se llevará a cabo en el Pelikan Stadium, de Veta, R.N.E.D.U., del 10 al 19 de enero de 2021, tras la victoria de Evangelia y su canción «Fotiá» en la edición anterior celebrada en el Water Arena de Asmit, Coleenk. Esta será la cuarta ocasión que el concurso se realice en R.N.E.D.U.

La cuadragésima edición de UNMF será una edición ordinaria - especial, en la cual participarán artistas famosos, y canciones que superan los 100 millones de reproducciones.

Hasta el momento cuarenta y siete países han confirmado su participación en el concurso.

Formato

Las reglas aplicables para UNMF 40 fueron anunciadas por la UNBU el 7 de enero de 2021. Estas son.

1. Podrá participar cualquier artista y canción, excepto artistas eurovisivos.
2. Las canciones deben tener una fecha de lanzamiento posterior al 1 de enero de 2010.
3. Las entradas no estarán sujetas al reglamento de límite de visualizaciones.
4. El top 5 de la edición anterior tendrá el privilegio de elegir su entrada antes que el resto de participantes.
5. En caso de que dos o más países registren un mismo artista, tendrá prioridad el país que registre primero al artista y canción.

Según el número de participantes. Cada país participante otorga puntos a sus 10 canciones principales, utilizando el sistema tradicional de Eurovisión de 12, 10 y 8-1 puntos. Sin embargo, los países no pueden votar por su propia canción. Los 5 mejores de la edición anterior están clasificados directamente para la Gran Final. Las 11 canciones que recibieron más puntos de la semifinal calificarán para la Gran Final.

El sorteo de asignación y el orden de ejecución se realizó en enero por la emisora anfitriona. Los países se dividen en 9 macetas diferentes de acuerdo con sus resultados generales en toda la competencia. La siembra se basó en los resultados de las canciones en el concurso. Las delegaciones registradas se sembraron en nueve macetas:
